I also had the same problem. In my case the problem was basically due to master blaster virus attack on the pc. if any pc in your network is affected by this virus then it starts pinging your server and by this the server eventually slows down because of this attack. You can use ethreal (to detect activities on your ethernet) tool to detect who is trying to ping your pc. I have change network card as per my ISP[in2cable] suggestion . still problem persists . I have googlized but could not understand the ARP Cache thing .
