Yes you have to create an account.
The advantage of this is that you get notified of such offers as and when
they happen.
Of course you can unsubscribe to these mails.
I have also purchased from them and the books are reasonably priced as
compared to other sellers.

Packt had a similar promotion/offer during December last year as well.
25/Dec was the last offer IIRC, related to Christmas I guess.
