i know that Ubuntu 9.10 is out there. But 9.04 is still supported. And it
has been released recently while kde 4.3 is there for a long time when the
latest version of Ubuntu was 9.04 only. Why didn't it asked for update to
kde 4.3 then....

First result of 'KDE 4.3 for Ubuntu 9.04' will give you graphical way
of what you want..
