The man pages, comp.lang.perl.misc and CPAN. I've never touched a book on perl, but if you are planning on looking at books (trust me, the man pages are so complete, you don't need a book, and the authors are the same anyway), then Camel and Llama are the first two in reverse order. Also, check out Uri Guttman's perl books page (sysarch something. google for it).
I don't believe that there's any course in India that can teach perl, let alone people qualified to teach it. In fact, most of the perl code that I've seen around the world is crappy (including stuff distributed along with major distros).

python - check out the python tutorial on python.org in Documentation scetion, should be better than most _teachers_
