COMPUTERS Peruvian Congressman Edgar Villanueva is pushing legislation to obligate all public institutions to convert exclusively to open-source software. Open-source programs, embodied by the Linux operating system, have underlying code available to anyone who wants to modify or customize it. Such software, in unadorned form, can be downloaded from the Internet for free. Villanueva hopes his measure triggers activity in Peru's software industry by freeing programmers from the constraints of working with coding controlled by a few large companies. Open-source could take the expense out of software upgrades; which is important for a country like Peru that owes about $30 million in overdue software license fees. The new version includes an installation script and does the following 1. Converts the GNU/Linux installed machine to a Terminal Server. Installation and configuration of LTS is done by the script. If the terminal video cards are autodetected by XFree86-4 , they just boot from the ether-boot floppy created. (tested on redhat 7.1 & 7.3 ) 2. Installs and configures IceWM ( a fast , flexible window manager ideal for terminal servers) and puts a menu tailored for school use. 3. Wired News has obtained a copy of a letter sent by U.S. Ambassador John Hamilton to the president of the Peruvian Congress, expressing his dismay at the proposed legislation. Congressman Edgar Villanueva, the bill's chief sponsor, said he considers Hamilton's letter to be "overt pressure" on Peru by the United States and Microsoft. If so, the letter would continue the long-standing U.S. tradition of meddling in Latin American affairs, political analysts say. In his June letter, Hamilton said that while the United States doesn't oppose the development of open-source software, it prefers to support a free market where the quality of the product can determine the issue. GNOWSYS Development version released

A development version of GNOWSYS-0.1-1 is released at http://www.zope.org/Members/nagarjuna/GNOWSYS. http://savannah.gnu.org/projects/gnosys GNOWSYS, Gnowledge Networking and Organizing System, is a web application for developing and maintaining semantic web content developed in Python and works as an installed product in ZOPE. The application provides generic classes, viz. object, object type, association, association type, facet, facet type, occurance, occurance type, theme, scope, etc., for developing semantic web content. For those who are aware, the application follows the structure of TopicMaps (http://www.topicmaps.org). It is intended to develop as a powerful prototype application demonstrating the potential of an expert system within the paradigm+of object oriented database technology. Presently it cannot import/export the content in the form of XTM (XML Topic Maps) standard, but this feature is being developed. The application can be used for web based knowledge representation and management projects, for developing structured knowledge bases, as a collaborative authoring tool, suitable for making electronic glossaries, dictionaries and encyclopedias, for managing large web sites or links, developing an online catalogue for a library of any thing including books, to make ontologies, classifying and networking any objects etc. This tool is intended to be used also for an on-line tutoring system with dependency management system between various concepts. It also contains a facility to add rules into its rule base, and execute the rules. Once completely implemented this feature will make the product really powerful, for it can infer and make new relations. Though a prototype of rule base already exists in the developing version, more elegant implementation is being worked out. GNOSYS is a free software, released under GPL.
