it is true that at a micro level the govt initiatives to move over to Free and Open Source software (note that APJAK mentioned 'open source' only !!) are being encouraged and paying off, however it is also sad that at institutes and academic levels, the work being carried out utilizing FLOSS solutions are not being documented. while proprietary products get the required push, FLOSS products and suites are left to individual initiatives and thus are away from the glare. there *has* to be a resource collation effort put in place to address this lacunae. moreover it is more often than not that TCO is touted as the driver of OS migration. it is an accepted fact that conventional TCO (ownership as opposed to 'operations') will not help cut the ice any longer. companies that offer proprietary solution sets will sooner rather than later utilize the cash resources to cut this channel [cf Orlando Ayala's memo]. indigenous development of solutions, sovereignty over ideas are some of the issues that need to be addressed and put in the proper places.
