Given the growing tech skills in Bangalore and Kenya, wouldn't it make sense to look for suitable candidates in the region itself? BTW, even Bangladesh has an impressively-sized GNU/Linux movement. FN

I'm a technical program manager at Grameen Foundation-- we support microfinance organizations (MFIs) around the world by providing funding, training, and technical support. I work specifically on the Mifos project (http://mifos.sourceforge.net) which is an Open Source MIS system Microfinance organizations can use to manage their operations.
