Usually, non-free software licenses are "end user" licenses. Strictly, if more than one person is going to use a given machine, each needs a separate individual license.
In comparison, most free software is available online for free download or as cds/dvds/packaged boxes for a very fair price ~.0K to 6k for normal users.
But, please, the issue is not price but freedom, which is priceless :)

Yes Windows XP Professional costs somewhere around Rs. 7,500.00 per machine in India. While Windows XP Home costs around Rs. 4500.00 per machine. (http://cgi.ebay.in/ws/eBayISAPI.dll?ViewItem&category=11229&item=714...)
There is no software liecensing cost attached to using "gentoo or Fedora or Red Hat upto version 9". On the other hand if you go in for Red Hat Enterprise versions such as ES and AS, there would be a similar pricing structure as Windows, the details of which you would have to contact your local Red Hat Office.
Tried to scribble something at http://www.ryze.com/go/bernardlabs hope it helps.

My Apologies didnt mention the cost of Office 2003 its about 18000 per machine, (http://computers.listings.ebay.in/Software_Business-Finance_W0QQfromZR4QQsac...).
On linux you could use Openoffice.org or opt for any other opensource freeware office application.
Another aspect where you would have a large level of indirect benefits using Linux is the ability to scale up your operations without major hassles, like plugging in additional free tools and security updates and tweaking of your OS to deliver better performance per CPU.

What is the price the navy is prepared for freedom and independence?? What is price they are prepared to pay to ensure that the s/w they use is doing only that it is supposed to do?? What price is the navy prepared to pay for ensuring that their computers do not send out information they are not supposed to send out??
For defense establishments, monetary considerations are, AFAIK, secodary. Tell them about freedom, confidentiality and reliability. Reliability not only in terms of stability and availablity, but also in terms of transmitting / receiving only that information which it is supposed to send / receive.
