I wonder if we can think of any practical to measures to arrest the spread of "open source" terminology and associated superficial ideas in government circles?
I think after Govt of Kerala's experience of introducing Free Software in Schools, the political leadership has become more aware of the complications within the terminology. The statements of the Opposition Leader of State Assembly of Kerala, issued through Press Release, contained "Free Software" (in The Hindu and "swatantra software" in the Deshabhimani) being used without any ambiguity. This shows that it is only a matter of time before this phrase catches up.
