Anybody visited the www.keralataxes.in for VAT e-filing ?
From 1st of Jan 2009 onwards e-filing of VAT returns is compulsory for all
the dealers in Kerala. Please go through the site and see the documentation and procedures for e-flining.. Site is developed for and by the Microsoft Community.
Govt has arranged e-filing from Akshaya Centers for dealers who have no internet facility at "Free Of Cost" (Thanks to "Microsoft Unlimited Potential Programme")
My Problem
I request OpenSource community of Kerala to (just forget about the FSFS Conference conducted by Govt last month and) address my issue
Details of Sales and Purchase needs to be updated in MS Excel format. Template file "SALES_PURCHASE_INVOICE.XLS" is available for download in the site. The data then needs to be validated with the excel macro , and macro will create a Text File (sales.txt without headers) in "C:\KVATS" folder, for Upload .
This macro will not work in OpenOffice Calc 3 . In Calc I can save the data as a Text file, but it is not coming in the required format . As e-TDS preparation and validation utility (freely available) , KVAT return validation and preparation utility needs to be developed. but immediately OOO Calc file with macro to be released.
In this recession period a solution for the above will be helpful for Traders.

Hmm. Last time I checked IE 6.0 and Microsoft excel were proprietary. Which is the 'free' part you are talking about?

That is what the party in claiming, at least as per the ie report.
"The new party policy will be a judicious mix of both free and proprietary software," said an IT professional who attended the Sunday's meeting.
I was refering to it. (pun intended.)
Panchayath computerisation might be a judicious mix of both free and proprietary software!

Well, if Microsoft can buy iso and standardisation bodies of many countries, then ... you can fill in the blanks here. I hope a monopoly like Microsoft cannot buy CPIM policy, but you never know in this time of somersaults with SEZ and ADB loan policies. Can some of left friends here confirm if there is indeed a change in the views of the progressive parties stand?

The party does not follow the IBM business model ('judicious mix') and stands by FOSS and OSS... even as per the recent speech of Sitaram Yechury. But implementation is always a problem. A major problem is that of the bureaucracy arm-twisting the ministers... This is also due to FOSS illiteracy. Again free s/w advocates need to teach these people about dealing with companies following dubious business models.
In case of the website in question ... take a look at the 'credits' link. It seems to be copy paste work. What do they have to say?

The finance department still uses proprietary stuff. They seem to be holding on to licensed proprietary material from earlier years. The website http://www.finance.kerala.gov.in and many other things have been done with GNU-GPLed s/w, but the fact is the department staff has never been reformed (apparently).
It seems they use Adobe distiller, Pagemaker and more.
Are there no FOSS based solutions for all the other central tax forms?
