If not, can we write to the CPI(M) about this? There have been articles about the Patents Ordinance in People's Democracy(Weekly magazine of CPI(M)). They are the only ones(among political parties) who seem to be concerned about this.

They are using proprietary software. They did not file a software patent! The two issues are different. Software patent is a problem for both proprietary and free software developers/users.

NO, patents are title (I do not know the correct word) of ownership of proprietary software. The are not mutually exclusive.

I didn't really understand that! You are trying to associate proprietary software with patents. But, a free software developer can also apply for a patent on a particular idea, and require that programs using the idea be free! And guess what, people have already done that. We might disagree on whether the two are mutually exclusive. But that's a different issue.
Going back to where we forked off from - proprietary software developers/users also have a reason to fight against software patents. I guess you will agree with that.
