Have just learnt that under the recently announced licensing scheme for the cyber cafes in Mumbai, the Mumbai police under its list of requirement vide point no 14 insists on a copy of Microsoft Open License. This license fee is apparently prohibitive and apparently still unclear on the licensing term for public use, and, restrains cyber cafe operators from choosing any other alternative operating systems. I would like to hear from others who have more details. Specially someone in Mumbai. --FN

I am soon going to meet a few vendors and cyber cafe operators and increase among them the awareness that alternatives exist. first meeting is taking place tomorrow.
I also want to take this opportunity to inform all the fs supporters in every town and city to meet the cyber cafe owners, and give them the confidence that alternative technology to run them exists, and they can slowly migrate. Also not to neglect are the assemblers, vendors of ICT, both software and hardware aspects.

Can we get a copy of such a notice ? That will help us in reaching the cybercafes and explaining them easy.

Thats a touche! Hardware assemblers generally shy away from GNU/Linux because they aren't confident or don't have sufficient skills to give support. If this can be taken care of, the rest might well be just a matter of time.

Rules for providing permission for place/space to public entertainment show and to control (except cinema) the cyber cafe or similar establishment/association. 2006 (first version) maharashtra 28.12.2006
The permission for place/space for cyber cafe should have applications (two attested copies) along with the list provided as below and then only to be provided with CFC number.
1: name, address, photo of the person who owns the establishment (three) and police station limit 2: address of cybercafe and police station 3: if the establishment place is a residential place then a no objection certification from the owner or from the society 4: if the establishment place is on rental basis, then a receipt of rent paid, agreement letter, letter from owner or from the society 5: if the estbalishment place is owned by applicant then letter of ownership 6: if the establishment is within partnership, then the letter regarding same 7: if the association is of a company then letter of company's rules, letter or agreement 8: shops or establishment/association's permission (from the muncipal corporation) 9: cyber cafe's internal design and area covered, whether computers are laid according to rules, how many computers are put up, and photos according to it 10: receipt of current payment of the fire brigade equipment 11: name and address of professional person who is working in the cyber cafe on letterhead/stampaper 12: letter from ISP service provider alongwith receipt of current payment 13: log of IP, LAN, 14: MS open licence agreement's attested letter 15: name and address of people who are working in the association

http://www.cybercellmumbai.com/, which interestingly has switched from Microsoft IIS server to GNU/Linux aproximately one year ago.
