I was thinking that the opinion (http://fsf.org.in/philosophy/mitrules.html) did not mention "accountability to citizens" as the reason governments should be using free software. I as a citizen have the right to audit the government.

Good point.
I as a citizen has a right to audit what software the Government uses and standardizes upon. I have a right to recall my representative if he refuses and discourages the use of Free software.
In the next elections, we have to ask our representatives to support the use of Free software and work towards getting whoever supports, elected.
