Hi,
Have you come across this tender floated by Central Silk Board - A government organisation?
Tender Document for Enterprise Network Services Deployment and development of Centralised MIS Software for Central Silk Board http://indiansilk.kar.nic.in/tender/Tender.htm Surprisingly, they have mandated the use of Free Software only. And the tender document too looks very coherent and they knew what they want.
Anybody on the list involved in preparing the tender? or atleast know who's behind the same?
I surely hope this will receive the attention it deserves and qualified people participate.
