Can I get the details of Richard Stallman's programme at Thiruvananthapuram. Please give the correct time and whether there is any
entry pass(I think there is no such restrictions) for the programme. if there is any entry pass where can I get it. Give the same for
the two programmes(at 24th and 27th).

Hi,
I am undertaking a study titled "GNU/Linux L10n initiatives and their
impact on ICT4D efforts with special relevance to management of such
projects, integration and collaboration protocols, tools and
methodologies" under the Independent Research Fellowship offered by the
Centre for the Study of Developing Societies (Sarai), New Delhi.
The aim of this study includes :
* an attempt to understand the publicly available roadmaps for the L10n projects,
* analyse the project management and release management protocols in place,
* an attempt to analyse ICT4D efforts based on these localised GNU/Linux implementation and releases and
* an effort to locate and identify possible 'index cases' and test bench areas leading to a self-sustaining implementation
I wish to :
[i] investigate existing domains of ICT4D through interaction with the shared networks in order to understand the processes
[ii] analyse (and help in analysing) new 'niche' systems where ICT4D implementations can be carried out
As part of the study, I'd like to request your assistance in :
[1] providing a roadmap of the L10n initiative you are working alongside with special reference to the stated objectives and adherence to Open Standards as well as potential implementation areas
[2] providing contacts for various ICT4D initiatives which are based on such L10n efforts
The results of the study will be made available periodically in human readable format through various mailing lists (especially those at Sarai). All contributions and assistance rendered will be duly acknowledged and credited in such published results.

The two fold strategy is a good idea. I have some experience with SEPSIT at Kannur. During this period we found that many govt. teachers were interested in GNU/Linux and we had given training to them. We had conducted some training to govt teachers initially. To our surprise many Management Schools came forward to use GNU/Linux. Many of the schools(both govt and mgmt) decided to use only GNU/Linux as the OS.
But the disappointing factor is that schools at Thiruvananthapuram and nearby districts are not interested in this matter. I think the main reason behind this is the lack of media coverage about "Swathantra Software". Actually in Kannur we got excellent backup from the Media and the local political leadership.
So the idea and advantages of "Swathanthra Software" should be primarily conveyed to the local scientific organizations which will eventually spread those ideas.
About the memorandum to the President and PM, I think that one of us should prepare the draft and after verification and corrections, the signatures can be collected on an organization basis. Orgs such as SEPSIT, S2S2, CDIT, OSS, ATPS, FSF etc.. can take initiative in collecting signatures. Those who are members of other Mailing list may post this matter also.

There should be a two fold strategy. Apart from a memorandum to top of the

Once we had a debate with officials of NIC Kannur. As posted to this list
earlier, government high schools in Kannur parliamentary constituency is
provided with computers loaded with swathanthra software and ether boot
facility with the financial support from local MP fund. The SEPSIT (Social
Entrepreneurship Promotion Society on Information Technology, Kannur ) has
voluntarily acted as a consultant to the Kannur MP, Mr. Abdullakutty.
We found it very easy to convince the local political leadership on usage of
GPL'd sotware, so they have decided to proceed with it. However the District
Collector ( who is the sanctioning authority for MP fund ) approached NIC for
technical advice. The NIC officials with least experience on swathanthra
software, doubted its functioning and blocked the project for a long
duration.
Finally we, the SEPSIT was forced to demonstrate the proposed system to NIC
officials. After a week long debate, SEPSIT has succeded in sanctioning the
fund. After that SEPSIT, Kannur Science Park ( An institution of Kannur
District panchayath built under Peoples Plan Campaign ), S2S2 ( A local
institution in swathanthra software business) etc. have provided training and

Hi All,
I am calling "free software" as "freedom software"
these days. This is to emphasize that we are talking
about freedoms, this way I am able to avoid the idiom
``free'' as in ``free speech,'' not as in ``free
beer.'', and I hope that the idiom will become
unnecessary.
Does anybody have an opinion on this? Unless I hear
good reasons for why it should be otherwise, I will be
using "freedom software" when I try and explain free
software movement.
Also in written communication, I am writing
"Free(dom)" instead of "Free", should I just be using
"Freedom". Please let me know.
RMS, if you are reading this. Do you have any
opinion on this usage?
This is particularly important for me, since I am
starting to give talks on Free Software Movement, (to
friends mostly, in Bay Area, California, USA). The
title of the next talk is
"Freedom, Development and Justice in the context of
Free(dom) Software Movement"

2) Talk about freedoms provided, and ask people to
reject freedom-subtracted software on ethical
grounds.
3) Get government to use free software
Note that 1 and 3 are done by OSF also, only 2 above
is anathema to OSF.
Are my impressions correct? Is there anything I
missed?
