I'm looking out for some good examples of how Free/Libre and Open Source Software could help bridge the "digital divide", particularly in the context of the less-affluent countries. Specially in South Asia or the rest of Asia. If you could offer any pointers or suggestions, I'd be grateful. In particular, the issue of computer obsolence seems to be a critical subject. But what with quite a few GNU/Linux distros seemingly going the bloatware way? Schools in our villages do not have resources to purchase computers even at a rate of Rs.15k per piece. So we find most of them using second hand machines. I had read somewhere few years back that the OEM license of Windows did not allow you to sell the OS along with your PC? I don't know whether still that clause is present or not. If so, a second hand PC is worth nothing unless you load it with a newly purchased Windows or a pirated copy of it. Even then, a licensed version of XP may not run on it due to the lack of hardware power required for it. So "GNU/Linux" or "* BSD" are the best options for them. Besides that, with free/libre OS comes hundreds of packages with varying degrees of choices thrown up at the user. All at no extra cost. This is not the case with the other OS. Another area of interest is the open standard of document formats available in free/libre word processor and spreadsheet software. This is very important not only for rural public, but also for the urban masses. With an open standard based document repository, your knowledge base is never going to be obsolete. This makes a lot of business sense. Unless a Windows user finds the system user friendly as per his/her definition of it, he/she is not going to use Red Hat or SuSE distros. This comes naturally with some additional costs. If you want all the bells and whistles of latest KDE and GNOME, you need to spend a lot of CPU power and RAM. We need to remember that the target of these distros are new users with almost new hardware. Rural public or their systems are off their radar screen as there is not much revenue coming from those areas at present. We can't blame the distros either as you need good revenue generation to sustain yourself in this market. But there is a silver lining. Since everything is free and open we are as powerful as a business house when it comes to customizing our solutions. GNOME and KDE are not the end of all GUIs. There are other faster window managers with less features or less bloat, depending on which side of the fence you are. Xfce (http://www.xfce.org) is one of them. The Freeduc CD used Xfce-3 which was very fast to use and provided good functionalities. The latest Xfce is built with GTK2 and is capable of supporting all the languages already supported by GNOME. I think selection of packages for rural public is a critical part of the game. The packages which run faster on slower hardware is the way to go. But I am not sure whether current Mozilla or OpenOffice.org will make into that list. Well, one can use dillo (or links-hacked) and abiword (or lyx) as substitutes with lesser features. -Raghu

The 1st Americas Social Forum (ASF) was held in Quito, Equador from 25th to 30th July. The ASF is part of the World Social Forum (WSF), which was initiated in 2001 and has become the world’s largest venue for NGOs and individuals who are critical of the current state of the world. The slogan of ASF was "Another World is Possible". This slogan has drawn over 10,000 people from more than 45 countries to take part in conferences, seminars, workshops, and cultural events. Globalization, the privatization of water, and communication rights in the information society were some of the primary issues being discussed. Environmentalists, members of sexual minorities, trade unionists, grassroots community activists and students formed part of the mosaic of expressions of civil society drawn to Quito from the entire southern Americas. FSFE supporting European Commission in their case against Microsoft In 2001 the European Union, through the DG Competition of the European Commission (lead by Prof. Monti), started investigating Microsoft's dominant position in the desktop operating systems market. The Free Software Foundation Europe was invited by the EC to represent the interests of the Free Software movement. Together with the Samba team, which the FSFE involved in the case and with which it cooperated closely, we were able to provide much of the arguments that the European Commission based its decision upon. Microsoft recently appealed against the antitrust decision and the DG Competition called upon FSFE in cooperation with the Samba team again to now join the efforts of the Commission to defend that decision. FSFE, representing itself and the Samba team as well as the interests of the Free Software Community, has participated in the preliminary hearing held in Luxembourg on 27th of July. Sun, which originally started the antitrust trial in Europe, declined to participate to the appeal, so the list of the supporters of the Commission are: Novell, RealNetworks, CCIA (Computer & Communication Industry Association), SIIA (Software and Information Industry Association) and FSFE. In the course of the upcoming months, FSFE will read and comment on all the documentation submitted by Microsoft to sustain the idea that "disclosing documentation on interfaces and protocols is harmful" for their business and for consumers. spreading the message of the GNU across our schools

Hello List Recently I had the good fortune to talk to a batch of students about GNU software. These students were approached when I went to Bangalore. They never knew about the GNU and its ideals. I have asked them to track http://www.gnu.org/ and start their own small GNU User groups within their schools/colleges. They were seen as saying that it is their teachers who were resisting their move towards free software. They were saying that they require a syllabus which is totally free. They even commented on the half-baked approach of introducing software freedom in Kerala schools. One college student was seen saying as to how one of their HoD's was resisting the inclusion of the philosophy of the GNU Project in one of their text book syllabi, saying that it had no technical relevance. They were encouraged to fully adhere to the GNU move in computing. They were asked to demand the inclusion of free software. They have requested speakers who are very articulate and savvy. I have suggested some names. It is always fruitful to educate these computing GNUbies than to lobby most of the Govt. officials. So to be better late than never; it has become very clear that many of us go out and spread the message of software freedom. Instead of gathering together at one place to celebrate "Free Software Day", it is appropriate that we spread out and silently do our work. I am going to Nashik and then to Ranchi to talk to the students. Where are you guys going tomorrow?? -- ragOO When software is free it is GNU When software is open it is non-GNU

EARLY in June, Microsoft shocked the global software industry once more. The company revealed that for months starting some time last year it was engaged in takeover talks with German software major SAP. The German company is no new kid on the block. Valued at more than 50 billion dollars, it is the third ranking independent software company. Besides, it is a company unlike Microsoft. While Microsoft is technically a "hybrid solutions" company offering both software products and services, it is primarily into products that run the now ubiquitous personal computer. On the other hand, SAP specialises in enterprise services such as systems integration and maintenance and is a dominant player, along with Oracle and IBM, in the low profile but high spending world of corporate back offices. MONOPOLISING THE SOFTWARE BUSINESS Although the talks were reportedly called off this spring, analysts are hard put to understand why SAP considered the option for as long as it did. The explanation offered by Henning Kagermann, SAP's chief executive officer, that SAP "routinely evaluates" mergers that would improve its competitive position, hardly clears the mist. What is obvious though is the set of factors driving Microsoft --- an aggressive player hell bent on monopolising the software business. On the surface, the attempt at acquiring a major like SAP seems to be a continuation of Microsoft's aggressive expansion that transformed it from a garage adventure into the world's largest independent software company. As its pockets deepened in the course of that expansion, Microsoft used its surpluses, estimated at 56 billion dollars of cash-in-hand at the end of March 2004, to aggressively defend and extend its control over the market for PC software and direct-to-consumer accessories. The evidence of such aggression is, to say the least, excessive. Examples include the use of threats of destructive competition to acquire innovative products and technologies generated by small start-ups. Thus the web-publishing software, Frontpage, was acquired from Vermeer Technologies and subsequently packaged with versions of Microsoft Office. In other instances, acquisition came after alleged infringement of patents on innovative technologies developed by small firms. Thus, it is alleged that Microsoft adopted without licence the touch-based technology used in video game consoles, including Microsoft's Xbox, developed by Immersion. Microsoft chose to go in for an out-of-court settlement with Immersion on a patent infringement case filed in February 2002. Interestingly, Microsoft paid 26 million dollars to acquire a minority stake in Immersion along with licensing rights over the company's patent portfolio. This is one of many cases that Microsoft has settled out of court, and yet there are a few dozen patent-related lawsuits reportedly pending against Microsoft. The interesting feature of this trajectory, however, is not the aggression that has always been visible, but the more conciliatory moves that Microsoft has been making ever since its extremely favourable "settlement" with the United States Department of Justice in 2002. Recently, in fact, the pace at which high-profile cases challenging the company are being settled out of court has accelerated. In April 2004, for example, a private anti-trust suit filed by Sun Microsystems was settled for nearly 2 billion dollars, including a payment of 350 million dollars in licensing fees. Similarly, a patent infringement complaint by InterTrust, which first developed the technology used to protect music, movies and other digital "content" on the Internet, was settled for 440 million dollars. But it is not always that Microsoft chooses to opt for quick resolution once the case is seen as unwinnable. In other instances, where the cost of settlement is seen as high, the case is dragged on so as to exploit a pre-existing position in the market and allow technology to make the issues on which anti-trust complaints have been filed irrelevant. Two cases where Microsoft has adopted this strategy with some effect have received quite some attention. These are its efforts to monopolise the market for browsers and media players, by bundling its own version of the required software with the Windows operating system. In the first case, Microsoft fought a hard battle against the US Department of Justice and managed a settlement that was far weaker than the outcome that was originally expected - a decision to break up the company and force it to license a stripped-down version of Windows to competitors so that they could offer it along with their own supportive software. The settlement came after Microsoft was indicted in 2000 for maintaining through illegal means its monopoly in personal computer operating systems. Although that decision was upheld in a Court of Appeal, the court watered down the original remedy to break up the company. However, the court granted 17 US states the right to pursue class-action cases on the grounds that the company had abused its Windows monopoly. Microsoft has been working on settlements with most of these states, nine of which accepted one without pursuing the case. To Microsoft's discomfiture, some states chose to pursue the case and demand disclosure by Microsoft of software interfaces, which would allow competitors to write programmes that inter-operate directly with Windows. ATTITUDE OF CONCILIATION Although most of these cases are yet to be resolved, Microsoft's attitude of conciliation is already visible. A Minnesota lawsuit went before a jury in March this year. However, soon thereafter, the software company arrived at a settlement with the state. These settlements with or without a case have cost the company a packet, touching an estimated 1.1 billion dollars in California and 202 million dollars in Florida. Outside the US too Microsoft has been the target of a European Union (E U) anti-trust investigation over the last five years, triggered by Sun Microsystems and the Computer & Communications Industry Association (CCIA). The EU's case also deals with Microsoft's tactic of "bundling" new software with its Windows operating system. In this case, the software concerned is Media Player, which the European Commission (EC) believes has been bundled with Windows to tilt unfairly competition against rival products, especially RealNetworks' RealPlayer. Recently, the EC ruled against Microsoft on both these counts and imposed a heavy penalty. Microsoft has chosen to go on appeal. But here too, efforts at conciliation are visible. A recent legal settlement with Sun Microsystems is seen as part of an effort to reverse the EC ruling. This is because the settlement with Sun, under which Microsoft agreed to pay 1.6 billion dollars to end anti-trust and patent infringement claims, silences the company's most vocal critic which had directed the attention of Europe's anti-trust regulators at Microsoft and triggered the EU investigation when it filed an official complaint in Brussels five years ago. Sun is also a leading member of the CCIA that had also lodged a complaint against Microsoft in Europe. Not surprisingly, Brad Smith, Microsoft's general counsel, reportedly said that the Sun settlement "means that the only company that has had a formal complaint against us for the past five years has said that it is entirely satisfied". This, in his view, indicated that antitrust and patent disputes could be resolved through private agreements and did not require broad regulatory action. Although as of now the EC is not willing to relent and sees its actions as being part of a wider strategy of promoting competition and protecting consumers, Microsoft's own strategy of conciliatory bargaining is clear. Microsoft's view is reflected in Brad Smith's statement that if a private settlement with Sun had been reached last year, it could have set the stage for a settlement of the EU's case instead of last month's formal anti-trust ruling. What explains this conciliatory edge on the part of Microsoft, which has been the industry's most aggressive and disliked player? An analysis of software business trends indicate that the explanation lies in the changing nature of the business itself, which warrants both a closer link with rival players as well as a degree of consolidation that cannot occur if current anti-trust tendencies persist. MICROSOFT’S LOOSENING STANCE There are three trends that are significant for understanding Microsoft's loosening stance. The first is that despite Microsoft's efforts at dominating the PC software market linked to the Windows operating system, it is under threat because of the growing popularity of the Linux operating system. Microsoft sees the need to diversify away from software products that run PCs if it is to maintain growth and profitability. Second, such diversification is also warranted by the fact that the software market is moving up "the stack", away from the operating systems and towards the "middleware" that ties different systems together and the applications that run on them. This is seen as the result of the emergence of a new generation in technology resulting from the growth of the Internet that requires far greater integration between software technologies than we had before. It is, therefore, an area where a greater degree of interoperability between software products is important, necessitating more cooperation and less rivalry between competing firms. Third, in the search for dominance in the new technological context, firms are trying to restructure their operations. Thus, IBM is seen as having abandoned the applications business a few years ago in order to focus on middleware. On the other hand, Oracle is seen as seeking to extend its reach from middleware into applications, both through developing its own products and more recently through acquisitions, as its failed effort to take over PeopleSoft illustrates. Any firm planning to enter the middleware business must respond to these tendencies. Clearly, Microsoft has responded to all these trends. It is choosing to move away from products. It is willing to "deal" with its rivals. And it is considering acquisitions to strengthen its position. Initially, it developed its own Dotnet technology to generate the "web" for a more decentralised computing world. This signalled rivalry, since its competitors were using the Java software standard developed by Sun Microsystems for the purpose. But such rivalry has been tempered in recent years with the company willing to work with competitors. The evidence quoted earlier indicates this new mood of cooperation. The Microsoft effort to negotiate a takeover deal with SAP is a corollary of this new strategy of Microsoft. SAP invented enterprise resource planning software, with which a large number of companies manage back-office functions. For Microsoft, which sells most of its software to customers through computer makers and resellers, entering this area on its own would have involved a major shift in the direction of an engineering-centric culture and a process of learning the rules of a new business. Firms in the "enterprise" market rely on direct sales and extensive maintenance and service operations. Seen in this light, Microsoft's attempt to buy the biggest maker of corporate applications represents an attempt at vertical integration as a competitive response. It is another matter that the deal if worked out would have run into regulatory barriers that even Microsoft would have found difficult to break down. But the fact that it was even contemplated points to the process of transformation of the software business.

NIC goes Open

The National Informatics Centre, has taken the first step towards freedom. and set up a PORTAL - yes, a portal. See http://osf.nic.in/ First, the nitpicks. They are describing it as the `Open Source' forum, an initiative to address software tools based on `Open Standard' (note the singular) The first thing which hits you on the face as you open the opening page it that it contains proprietary nonstandard tags (marquee). And images in a non standard format (gif). The NIC cannot apparently get out of the thinking that the home page has to be a `click to continue' page. Well, `high security' on their servers has seen home pages of sites hosted on nic servers compromised more often than a desktop running ...... (umm snip that, we have better things to discuss). So, I started clicking on each link, (luckily, in a new tab). The first page, http://osf.nic.in/openSourceSite/index_html seems to be the default plone theme. I scroll down, and first see the jarring copyright notice. `OPEN SOURCE FORUM and its visual design is Copyright © 2003-2004 by NIC' I'm not sure that authors of default plone CSS'es will like that. So, I do a `ctrl u' and confirm that the CSS design is from the plone and not by NIC. (correct me is I am wrong). The lines below the copyright notice claims to comply with the following standards: * Section 508 * WAI-AAA * Valid XHTML * Valid CSS * Usable in any browser Great!!!! Though I have no idea why the Government of _India_ should claim conformance to a law by a foreign sovereign, it certainly is a good idea that out government is getting around to the fact that disabled people are capable of using digital tools. I did not want to log in (I am revealing my identity now, and the visitor number too, so they can find me out anyway). After clicking on 25 or so links, nothing useful has turned up. But then, the site seems to have been created on 19 July, and I am visitor No. 132. Probably, the first or second in fact, and the rest might be the webadmin testing the site, FWIW. One of those links were http://osf.nic.in/openSourceSite/state/view, In the list are Delhi, Karnataka, Kerala, Maharastra, and Tamil Nadu. Clicking on them requires another three links to get any useful information. Dot Matrix Printing Solved

Hi to all, Thanks to all the people who has sent help for fixing the problem of printing with dot matrix printer in OpenOffice. Finally it was solved by using a printer driver other than "omni". Hope this will help others facing the same kind of problem. I give the description of our setup here. OS - GNU/Linux ( Redhat 9) OpenOffice- 1.0.2 Print service - CUPS Dot Matrix Printer - WIPRO HQ1040+ (24 pin) Problem - Openoffice does not print with "omni" as printer driver. Solution - Used EPSON LQ850 driver "lq850" ( used printtool to configure printer). It worked. Thanks again to all. He said that when tried with AbiWord, the printout was proper. Did you try with Abiword or any other word processing software? Or if it is just a text document,directly to the printer? Hello to all, S2S2( Swathantra Software Solutions & Support)at Kannur had successfully completed a month long Free Software promotion by conducting seminars on "Free Software" and GNU/Linux awareness program among young students and others. The program has been well attended and appreciated by all. We have conducted seminars on " Philosophy & Concepts of Free Software " & shown live demonstration of free software applications using Knoppix 3.4 CD at various places.The activities included the following. 1)Govt. ITI for Girls, Kannur on 4th June 2004 One Full day Orientation Program consisting Seminar + Live Demo 2) NTTF, Nettur, Telichery on 6th June One Full day Program for computer science students 3) Govt Polytechnic College Kannur on 9th June After noon - Seminar plus Demo 4) Members of Kudumbasree , Kasargod Unit, on 12 th June One Day Training on Operation & Use of GNU/Linux system 5) LBS Center for Science & Technology, Kannur on 17th June Half day( Forenoon )- Seminar and Demo 6)Sir Syed institute of IT, Thaliparamba, Kannur on 17th June Afternoon - Seminar plus Demo 7) Appointment with District Collector & District Information Officer Had a fruitful discussion with Kannur district collector about creating awareness on the use of GPL software products in public domain.It is to be noted that the officials had appreciated and are very encouraging to the use of people friendly solutions using non-proprietary softwares. The good things is that Kannur District Collectrate is getting migrated to GNU/Linux applications. Also lots of initiative is being taken by district NIC office to use non -proprietary solutions for e-gov applications and education.If reports(unofficial) are to be believed, PALAKKAD collectrate will be the first to get wired using thin clients running GNU/Linux!!. ----------------------- (-!-) Seminar on Free Software at Sreepuram School could not be materialized due to Transport strike on the day. Many engineering colleges showed interest in conducting seminars on "free software",but due to examination schedules, students were not available in June.
