sorry, "interoperability" was wrong word. proper term, *maybe*, would be
"to ensure portability of the connection on more than one systems".
and it is in context of user not ISP. I am rephrasing my wordings.
For user, changing MAC ensures that he can use the internet connection
which is bound to
a specific MAC id, on more than one systems.
Correct! Binding mac ids prevents interoperability and spoofing mac ids is a workaround over this device locking by isps. :-)
