Why do you need access to a stratum 1 server? For 99.99% of
application stratum 2 or 3 suffice. Stratum 1 servers are primarily
meant for applications which really, really need an accurate timebase,
because if everyone used stratum 1 servers they would be overloaded
and ruin the accuracy for everyone.
A good rule of the thumb is to sync with a stratum 1 server only if
you are a server providing service a large network or to about 10
other NTP servers.
