I think discretion in moderation is a good habit. As is said by the elders, sam, dam, dand, bhed which translates as make them understand, fine them, punish them by imprisonment and then kill them for multiple offences. While this is a extreme. For mailing list a good policy could be warn, moderate and then ban for multiple offences.
