I have a gps device which can be plugged into a laptop and waypoints marked. Gpsdrive is the app we use. We are familiar with the code and have used it quite often. Let me know of any help u need.
The cheap alternate to GPS is the location ID of GSM network, (MTNL or so). These ID are at fixed location, can be used to locate a mobile phone. By using test menu in nokia phone, these ID's can be found and mapped to a location. With location ID's mapped to a mumbai map, a very low cost vehicle tracking system can be designed. The only hardware required is a nokia phone (Rs. 1500-2000). The nokia phone can communicate its location ID, by SMS.
