In that case, "Do it Yourself" WiFi or expensive WiMax are the only options.
WiFi should work, but would be finicky (specially in rains) unless you amplify the signal to 2 watts.
Regarding WiMax, you cna look up distributors for Huawei in India ( http://www.huawei.com/ap/en/catalog.do?id=301)

We don't have BSNL in the area. No mobile towers also.
