There is a confusion between "Workspaces" & "Viewports". See this bug report: https://bugs.launchpad.net/ubuntu/+source/compiz/+bug/153322 Try setting the number of metacity workspaces to 1 (you can use gconf and navigate to /apps/metacity/general/num_workspaces). Then in the Compiz Settings Manager go to General Options >> Desktop Size set Horizontal Virtual Size to 4, Vertical Virtual Size to 1 and Number of Desktops to 1.
I think you are doing all this in Gnome. I have Kde, however I will look for equivalent settings. Thanks for the tips.
Desktop Environment doesn't matter here. All of them used and still use workspaces. Compiz provides Viewports with similar functionality. It provides 4 Viewports per workspace i.e. 4 sides of a cube. I believe now that isn't a fixed number anymore, you can change that upto 26 if I recall correctly. Thus, what is happening is you have 4 workspaces * 4 viewports = 16 views.
