Do you mean that the actual/effective speed for reliance is around 4.5 kbps? In other words as good as my ol' MTNL dialup connection?!!
If that is the case, then good that I didn't fall for their "115kbps superfast internet surfing" propaganda! I would love to blast the tall claims of surfing nirvana by my colleagues ;)
