Nothing to it. Create a sourceforge account, submit a request for a project, and add it. You may also want to look at tigris.org. I've also tried savannah - which is run by GNU, but honestly, it sucks.
I'd suggest tigris (although I've never tried it), if you can get your project in there because they use subversion instead of cvs, and if you can't get tigris, then go for sourceforge.
There's also sarovar.org (IIRC) which is in India.
After you've submitted your project and uploaded your files, don't forget to announce your project on freshmeat.net and comp.os.linux.announce.
