Because as GNU/Linux grows in popularity, newbies and non-technical people increase on the list. Some things seem straightforward to some people because they happened to have had the right kind of exposure ... not everyone catches on equally fast. Patience is the key ... if one person has already cribbed about someone's email, the others should refrain.
Someone else had already mentioned this, what we need is gentle, strong criticisms, with lots of encouragement.
About the mail being off-topic, turns out it wasn't, so ...
