Use 'Galeon' web browser. It lets you perform scrolling akin to Microsucks Internet Explorer, where you click the middle mouse button once, and move the mouse left-right or up-down to get scrolling in the desired direction. Clicking the middle-button again, disables the action. I know of no other browser that implements such scrolling behavior in Linux. Although, Mozilla Firefox may have a similar feature.
