It depends on what application is running - a large database, an enterprise application, a number crunching application may use up all the RAM and need swap. I recall, in 2003 SGI came out with a system that supported 384GB of RAM (NUMA).
For average usage (desktop, file sharing etc.) you are right, 2GB is plenty :)
