Ther= e is one situation...imagine a intranet which is to be

normally this will happen, i mean, if there is only = one user, he
would enjoy
faster speed. but as the users add up, t= he speed slows down
drastically. and
the operation is not determi= nistic...i cannot guarantee that a
particular
user is limited usi= ng a max bandwidth qouta
