You will need 2 NIC's one will connect to the cable modem and the other to your machine (using cross cable) or to a hub. Also the machine receiving the cable connection will have to provide proxy service to your machine. Your neighbour's machine can either be a linux box or a win 95/98 machine. For linux you can use squid and for windows you can use winproxy.
Of course for you to browse, his machine will have to be on.
We are using hathway cable connecition in our office connected to a linux box which provides browsing and other services to 40 other machines.
