Few points:
Mention at the top that new members are put on moderation until they show that they understand and follow the rules. This could be anywhere between 2 posts to never.
Point number 11. No apostrophe in URLs. It is a plural, not a possessive. Also mention that pasting whole articles could amount to copyright violation, which is not something this list encourages.
Point number 10. Put the acronym examples on different lines to make it easier to distinguish them.
Point number 16. Top posting is not the only reason why members can be put on temporary moderation. Persistent violation of rules could get you on moderation. Excessive flaming, abuse of other members, persistent overquoting, top-posting, or posting of large messages. Sending forwards/chain mails to the list, or individually to list members (if they complain to the list-admin) or to the list-admin/list-owner address will also get you onto moderation.
Point number 17 is replaced with point number 16 so can be dropped.
Also mention that as far as possible we prefer putting people on moderation to banning them from the list, but in extreme cases, for example, a member indulging in continuous personal attacks against list members, a user can be banned from the list.
I think the rules on the website and the points I've mentioned here cover all situations that at least I've seen in the last 5 years here. I guess if Sagar or Sandesh were still on the list, they'd have something to add.
I'd suggest that we also mention that seniority on the list is no excuse for flouting the rules :P but I'll throw that out for list members to discus.
