Perl can generate PostScript directly, as well as PDF (CPAN is useful for such searches http://search.cpan.org/).
to be able to do that! Dunno about handling Gujarati fonts, depends on whether and how far Indian localisation is affecting Perl.
TeX has support for those fonts, IIRC. dunno about Perl suport for those fonts.
