There are three editions of Kylix:
Open: This is the free version but the least capable of all the editions. From their feature matrix [PDF] http://www.borland.com/kylix/pdf/kyl3_feamatrix.pdf it seems that this one is good enough for stand-alone application development.
Professional: This one is charged (last I know of, it cost $199) and it also includes components for client side application development for web and databases, besides things offered by Open edition
Enterprise: This one incldues components for server side application development on Oracle, DB2 and Apache. Cost was $1, 999.
