M$ wont invest/spend if they dont foresee ample returns. In fact who would do in the corporate world? All the parties know that, I guess.
Besides, the (un)-usual perks may be more lucrative to favour non-open-source alternatives.

Look like the government dosen't want to take sides. But whether they are keeping the options open or closing doors is the question.
