Why don't you look that up on CPAN. http://cpan.perl.org/ For examples, check this, http://search.cpan.org/search?query=sound&mode=all For C, see esd/oss/arts api's. Again www.google.com will be of more help that anybody on list ;) due to the nature of your question.
