And yes I did finally get the pittance of the refund. A blog I guess adds to the formal letter of "Dear Sir/Ma'am, With reference to my repeated complaints regarding your completely fscked up connection ..."
But, given your reply I sometimes doubt whether the mere "I live in India where nothing happens" is the main reason why service providers get away - thanks for reminding me about that.
As far as I know, service providers like Sify and VSNL will just act complacently, knowing that the customers are generally locked in and do not usually have the time or the means to drag them to consumer court.
If they are "service providers" they enter into some form of contract with you (perhaps you hastily signed/clicked-accepted one). Do look it up if you have.
