Hello,
I have a similar configuration. I had experimented with a few drivers and they mixed up the system such that even after getting the correct one, it would not istall properly. As my system was for learning only, I re-installed the system again with fresh files and then installed the driver. That went smoothly and I am able to access the net. The correct drivers are available as free with limitted speed and paid for full throtle. Please download the correct one according to your kernel version.
The KPPP does not work properly with RHEL3 WS. I use the 'Network Device Control' to switch on my connection and off. Even after your modem is connected, it will not show as active so don't bother, its some bug. Your net access will take place. Switching off the conection is tricky. To switch off, open the 'NDC' window again and select the *current* connection only. Click on the 'activate' button. It will throw an error that it is already active and will initiate redial. Click on the ok button. The modem will start to dial again and as it happens, click on the 'X' botton on the new window's top right corner. This will actually stop the dialling.

Rony.
