If they are not ready for age < 28 cos they feel those people won't stay for too long. Are they sure people above 28 will stay for sure? If yes, then why would 28+ leave their current job for them? I think that's a very stupid clause.
It is not that people over 30 dont change their jobs. They just change with lesser frequency. There is no guarantee that a person will stay for x years (or months), but in general trend, you will find people who are above 30 change jobs less due to extraneous reasons - family, stability, and a bit of inertia. A 22 year old will jump jobs in 3 months time even for a Rs. 2,500 difference in salary level. This is a proven trend.
In our consulting work, we have seen, specially in software, younger people just walking out without notice and a manpower turnover ratio of 100%-150% per year among the younger employees and seen it dropping to as low as 25% for those in 35-40 bracket. Above 45, the turnover ratio drops to 15%. (These from our experiance, not from published data)

Go for older people (I have grey hair) empower them. Actually it makes sense. The younger ones are brash, unstable and change jobs too fast. Besides, a person nearer to 30 will have additional practical experiance and use it to solve business problems faster and more efficiently.
yeah yeah thats upto the employer. But if compensated properly young people can stick on to one job. And if a 30+ guy gets a better offer then there isn't any guarantee that he will continue working for you. The experience is quite questionable. There isn't really any relation between age and amount of knowledge, experience especially in this field. The other qualities like problem solving ability, stability etc... are again upto the individual. He might be young but just as cool and calm as anybody!
