Creating an indian mirror is not such a big deal. However commiting bandwidth for a popular mirror is extremely difficult (read costly) in india. There are several debian mirrors in india, but very few of them are open to public.
To the guys from Y!, is "catch them when they are young" a business-case good enough? :)
