You could install a "Tv Tuner Card". Use a software like "xawtv" to use it.
The Tv Tuner has a S-Video In, as well as Coaxial In. You can use the software to do a frame-capture feed.
Once you have the dump, you can edit the uncompressed AVI file in any of the standard video editing tools.
Any "Bt848 and Bt878 chip set" based Tv Tuner cards should do the trick. Alternatively the high end Video Capture cards also come bundled with Linux drivers or make available the same through their website.
But I am not sure if you have any good Video Editing tools in Linux.
