A few months back there was a discussion here on running 2 OSes in one machine and I had put forth a concept of having multiple OSes in one machine and simulate multiple computers in one machine to reduce hardware costs. I had suggested a system of having a motherboard that has a bios which will create seperate hardware quotas for each OS.
In the July 2005 issue of Chip, there is an elaborate article on virtualisation and some of those concepts along with much more information have been discussed in it. :)
