But i (sullenly) agree to your 1st para. We must hope that sense will be knocked into the newcomers. Besides if he is a spammer he'll register in a new name and continue.
Umm...IRC does it all the time. When I was a n00b, I was kicked out once for setting my status to away. I immediately rejoined and was told the reason. There after I never did it. Banning serves a lesson that one doesn't forget :P
