I don't know if it's true any longer, but a long time back when N.Delhi had water scarcity, some people started fitting micropumps on their municipal pipelines under the pretext that they weren't getting enough pressure. Within a short time, everyone in their localities had attached micropumps, so that they didn't lose out.
End result, lots of wastage of electricity (leading to what - more theft?) and the same quantity of water as before.
