Well, there is no substitute for hard work.. You have to realise that smart/influencial head of an organisation may not always be at the top of the organisation. So the really effective way is to target everybody, or find out who the person is and try to convince him/her and watch and maintain the "Spread" effect or "Jump to top and trickle effect".
In other words you have to maintain the trickle effect on the "Smartness" slope and not the "Power" slope. Your luck may still influence.. where your luck determines whether the "Influential" person is same as the "Smart" person or not :-P.
