Did you try mounting the CD-ROM in Ubuntu (if it has to be mounted manually) or does it mount automatically in Ubuntu?
I had a similar problem, and I found that the drive was faulty, because, it didn't work in Windows, and even in Redhat Linux 9.0.
You may also try unplugging the drive once, and check the cables and power supply of the drive. (I had tried this....)
