anybody else issuing commands like "ps exwww" "w"
can see what passwd other user is setting.

I don't know if there is any such command. If there is however (which I seriously doubt), you might want to think about how (un)safe this is. Whatever you type on the shell prompt will not be hidden. Also, all executed commands show up in your history.
