I don't know the answer to your question (a) (I assume the part about "looking for one which works" below, was supposed to be (b)), I have tried a very commonly available intex web cam (the one retailing for Rs. 750/- on ebay.in) and that works with gspca.

(note that the page even has pointer to compatibility lists of web cams not directly supported by the gspca driver.
Although the best would be to know which are good, cheap and functional (or can be made functional with some minimal stuff on GNU/Linux) .
While the OP can't get it working, I'm looking for one which works on the same.
Actually, IMHO, the best would be to not have to bother about knowing whether something would be functional when buying.
