It doesn't. I have been living in Ranchi (the capital city of Jharkhand) on and off since 2003. When I heard about it in 2003, I tried to trace down the details of the PIL. The only thing I came to know is that it was filed by some Lawyer. I tried people higher up in the Ranchi High-Court and was unable to trace out the person.
But, the entire thing was more of a farce. Jharkhand Govt., has hence moved onto MS Technologies in a big way. Linux is only limited to a few machines at NIC.
i think it is a very sensible thing to have a PIL for government offices to use FLOSS.
Does a PIL do everything. Maybe we should file a PIL to help remove all disclaimers in e-mails in India -;)
