Ready made case with power adapters are available, have a look at http://www.vipower.com.tw/ExternalEnclosure.php. These are expensive, but very well made. Cheaper variety are also available.
You can put PATA, SATA or SCSI disks, and the external connection can be SATA or USB. The cases made for PATA hard disk and USB external connection are the cheapest of the lot.
