All interested parties - major distros, GNU / linux SP, software vendors. ROI would be linux brand building.
But i am quite sure most of the above are doing quite well without the need for mass media advertising. Their marketing guys meet all the right folks to pitch their wares. So only small fry selling to other small fry would need this form of publicity.
