I think, at least in the Debian distrib. the apache with ssl in in the non-US section. It has a different name like apache-ssl or something(I dont exactly remember). You have to specifically install it rather than the non-ssl apache which is normally installed.
If you want to compile the sources yourself, then you require openssl etc.
